13 | Licensing Program Analyst (LPA) Jyoti Saini met with Director Rina Jarin for a 10-day complaint visit. In addition to the director, 75 children and 14 staff members are present today. During the inspection, LPA interviewed the director, inspected the facility and received pertinent documents.
Based on interviews, observations, and record review, the facility acknowledged that the Fireside Room heater has not been operational since December 1st. The facility submitted a work order to have the heater repaired. On December 3, 2025, a technician arrived at the facility to diagnose the issue. The facility was subsequently notified that the required parts are in back-order, and no estimated delivery date has been provided. Additionally, the facility acknowledged that the Fireside Room is currently being utilized for approximately 20 minutes each morning for rehearsal of the holiday concert. During the visit, the LPA observed that the firesideroom temperature was 64 degrees Fahrenheit. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Section 101239 (a)(1) is cited on the attached LIC 9099D.
Appeal rights were given.
A notice of site visit was posted and must remain posted for a period of 30 days.
An exit interview was conducted with Director Rina Jarin.
