On May 7, 2024, at 1:40pm, Licensing Program Analyst (LPA) Indira Loza met with Site Supervisor Norma Elias for an unannounced Annual Continuation inspection. The preschool component was inspected for a health and safety check. The preschool shares the building with an infant component (facility #013417823). Present during the inspection were 32 preschoolers and 7 fingerprint cleared staff. The teacher/child ratio was being met today. This center operates Monday through Friday 7:30AM to 5:00PM.

CLASSROOMS: The preschool component operates out of four rooms on the left side of the building which were inspected. There is adequate heating/air conditioning, ventilation and lighting. LPA did not observe cleaning supplies or toxic items accessible to children during today's inspection. The toys appear to be safe and well maintained. There were play and learning materials available for the children. The floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The center has a working smoke detector, a working carbon monoxide detector, and pull down fire alarm system. LPA observed a fully charged 2A10BC fire extinguisher.

FOOD SERVICE AREAS: The kitchen is not accessible to children in care. The food preparation area and storage areas are clean and in sanitary condition. A menu is posted and is visible for review. Breakfast, Lunch and two snacks are provided by the center.

OUTDOOR PLAY AREAS: There were plenty of age appropriate activities and plenty of shade for the children in care. The outdoor play area is fully fenced in. There were no bodies of water or pools on the daycare premises. The preschool yard is currently under construction, and the children are alternating the outside play time and utilizing the infant/toddler play yard for outdoor play. LPA reminded Director

Cross-Brooks to call the department when the construction has concluded and that children are not allowed on the new play structure until it has been approved by the Licensing Department.

BATHROOMS AND TOILETING AREAS: There were small child sized toilets in the classrooms and in the hallway next the infant classroom. The sinks and faucets are in safe and sanitary operating condition.

RECORDS: LPA reviewed five children files which were all complete. Four staff files were also reviewed and were complete. All individuals subject to criminal record review have a criminal record clearance. All staff files reviewed had a current CPR training certificate. All required documents are posted for public review. Disaster drills are being conducted at least once every 6 months. The facility currently provides Incidental Medical Services, all documents and medication storage were reviewed and was found to be in compliance. A physical census of the children and staff were taken and cross referenced with the electronic sign-in and out log. All children were accounted for and properly signed in.

Site Supervisor Elias was reminded that EMSA approved Pediatric CPR & First Aid training must be completed every two (2) years. Personnel Roster must be properly maintained, and fire/disaster drill must be conducted every six (6) months and documented. Director was reminded that California Law requires all facilities to report unusual incidents or injuries to children in care, to child's parents, and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone or fax. LPA informed Director that all forms can be downloaded at www.ccld.ca.gov. Director was also informed that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. CCC completed testing and no exceedances. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

There were no citations issued during this inspection.

Exit interview conducted.

Notice of Site Visit provided and must remain posted for 30 days.
