On May 22, 2024, at 1:45 PM, Licensing Program Analyst (LPA) Janai McClain arrived at the facility. LPA met with licensee Evangelia Spathis for an Unannounced Annual Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. Present during the inspection were the licensee, her fingerprint cleared spouse, one preschool age child, and three infants. Licensee stated that the facility operates from Monday to Friday 7:30 AM to 5:30 PM.

LPA toured the facility to conduct a Health and Safety inspection. The home is a two story house that consists of three bedrooms and two and a half bathrooms. The entrance to the day care is down two sets of stairs and through the back yard. The inside of the home was observed to be neat and clean with age appropriate materials for the children. All toxins, cleaning products, and hazardous materials were observed to be inaccessible to the children in care. There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection.

ON LIMITS AREA: Are the entire downstairs area of the home, which includes the main area, the half bathroom, the laundry room, and both areas of the fenced in backyard.
OFF LIMITS AREA: are the entire upstairs of the home
ISOLATION AREA: Is the futon next to the laundry room.


The home has a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, and telephone. The pull down fire alarm is hard wired. Per licensee, there are no firearms in the home.

The facility is operating within its licensed capacity and is in ratio. The licensee's CPR & First Aid training has been completed and expires 2/2025. The Licensee's Mandated Reporter certificate expires 6/11/2024. The last fire/disaster drill was recorded on 1/17/2024.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
