On December 22, 2023 at 8:58am Licensing Program Analysts (LPAs) Indira Loza and Janai McClain met with Executive Director (ED) Martha Melgoza to conduct the complaint investigation for the above allegation. Present during today's visit were 32 children and 9 staff. LPAs conducted a tour for a health and safety check.

Throughout the investigation, records were reviewed and interviews were conducted which revealed that the children's files did not have the prior authorization on file to take the children out on walks around the neighborhood and parents did not approve of their children going out on field trips. Therefore, based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur.
