On 7/18/25 at 10:18am, Licensing Program Analyst (LPA) Briana Plumboy met with Assistant Director Martha Garcia for the purpose of an UNANNOUNCED COMPLAINT INSPECTION. Present for this inspection was 53 preschool age children in care and 11 staff.

The allegations a staff violated a child's personal rights and the facility failed to report an unusual incident have been SUBSTANTIATED. Based on LPA's interview and file review, a staff member whom worked at the facility violated a child's personal rights, and on a separate occasion law enforcement was contacted and onsite at the facility regarding the same staff member. The facility conducted an investigation and the staff member was released from her duty as a teacher/staff member. The preponderance of evidence standards have been met, therefore the above allegations are found to be SUBSTANTIATED. Title 22, Division 12, Chapter 1, Sections 101223(a)(1) and 101212(d) are being cited on the attached LIC. 9099D.
A notice of site visit was given and must remain posted for 30 days.
