On 12/19/2023 at 12:43pm, Licensing Program Analysts (LPAs) Janai McClain and Catherine Fernandes met with executive director Miesha Lampkins for an Unannounced Required Inspection. There were 7 preschool age children in care with an additional two fingerprint cleared staff members. The center has a toddler option attached to the preschool license. The LPAs reminded executive director that toddlers and preschoolers are not to be comingled at anytime. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The center operates from Monday through Friday from 7am–6pm.

The center is a converted house with four classrooms. Two of the rooms are for preschool children and the two rooms for toddlers are on the right side of the house if facing the house. There are two entrances to the center. The main front door is used for preschoolers and the side door is used for toddlers. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. The activities and toys appear to be age appropriate for the children in care. The children have their own hangers to store personal belongings and napping equipment.



The outside play area is fully fenced with shaded areas for the children. There is one large play structure and several small play structures. There is bark covering the ground. The kitchen area was maintained in a clean manner. There is a current snack menu posted for the week. LPAs reminded the Director that menus need to be posted one week in advance. The center prepares and provides snacks to the children while in care and lunches are brought from home. All the children have access to drinking water while indoors and outdoors. Children have personal water bottles.

The bathroom is clean and sanitary. There are supplies available for the children to wash and dry their hands.

During today's inspection, LPAs did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children. There is a working carbon monoxide detector in the kitchen. There is a working smoke detector and a fully charged 2A:10B:C fire extinguisher near the backdoor. There is a 3A:40B:C fire extinguisher near the front door. There is a pull down fire alarm in the first classroom on the right. The center has a complete first aid kit in the kitchen and conducts and documents their disaster drills every six months with the last one conducted on 12/06/23. All proper postings are posted in a visible area for parents to see.

LPAs reviewed a random sampling of six children and two staff files, all files were complete and current. Center has provided proof of a current CPR certificates and the required mandated reporter training. While at the center LPAs obtained the a current children's roster.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page Four. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment

A notice of site visit was given and must remain posted for 30 days. There are no deficiencies. Exit interview conducted and report was reviewed with the Director.Report and Appeal Rights provided.
