On 10/14/22 at 9:50am, Licensing Program Manager (LPM) Loretta Dyson arrived at the center for an unannounced Required 1 Year inspection. LPM met with Breezy (Brianah) Mader. There were two additional staff and 10 preschool age children also present. The center operates Monday - Friday 8:15am-5:30pm, in 3 classrooms.

LPM completed a tour of all of the classrooms and outdoor spaces, to conduct a health and safety inspection. LPM observed that all of the classrooms have sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe. There is adequate storage for children's belongings. The mats and individual bedding for children are stored appropriately, and there is a sufficient supply for the amount of children enrolled. There is 1 toilet and 1 sink available for children and they are in sanitary and operational condition today, and there is a separate bathroom for staff. LPM observed that the cabinet and refrigerator for food storage are clean, and no food items are stored with cleaning supplies. The center serves snacks to children and LPM observed a menu, dated at least a week in advance, posted. The center also sends the menu to parents on the Bright Wheel application. Families bring lunch from home. Children have individual water bottles, which are accessible and available both indoors and outdoors. The outdoor play spaces are fully fenced and there is enough shade from the awnings overhead. There is an ample supply of age appropriate equipment and the play structures are secure and have tanbark underneath for cushioning, to absorb the impact from a fall. LPM observed that the outdoor surfaces are free from hazards. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today. All required forms are posted. The last fire drill was conducted on 7/28/22, and the last earthquake drill was conducted on 6/6/22. The center is equipped with first aid supplies, a working telephone, combination smoke/carbon monoxide detector, and a fully charged 2A10BC fire extinguisher. LPM observed the interaction between the staff and children in care and found it to be in compliance with the Title 22 Regulations.

At 10:25am, LPM began the review of staff files. All staff present today have a criminal record clearance and are associated to this center. At least one staff member has current CPR/First Aid certificates. At 10:50am, LPM began the review of 10 children’s files. There is a separate, complete and current file maintained for all children. The center is in ratio today, and abiding by the capacity specified on the license. The center uses Bright Wheel for sign in/out and is in compliance with the sign in/out procedures.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates. LPM reminded the licensee to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance and association requirements. The licensee was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Licensee was reminded about the lead testing requirement to be completed and submitted by January 2023. LPM reminded the licensee that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies were cited today. An exit interview was conducted with Mayashree Baruan, and the report, Notice of Site Visit and Appeal Rights were emailed as LPM did not have a printer available during the inspection. Licensee was reminded that the Notice of Site Visit must be posted for 30 days.
