On July 22, 2024 at 9:00 AM, Licensing Program Analyst (LPA) Janai McClain arrived at the home for an unannounced Annual Inspection. LPA met with assistant Rachel Wardrobe. Present during the inspection were two fingerprint cleared assistants (R. Wardrobe, J. Nunez), three infants, and eight preschool age children in care. The assistant stated that the facility operates from Monday through Friday 8:00 AM to 5:00 PM.

LPA toured the facility to conduct a Health and Safety inspection. This two story home consists of 4 bedrooms, 2 bathrooms, living room, kitchen, dining area, downstairs living space (cubby room & main day care room), converted garage used for day care and back yard. LPA observed the home to be neat and clean with central heating and ventilation for safety and comfort.

OFF-LIMIT AREAS the entire second floor. The off-limit areas will be made inaccessible by gates, closed and/or locked doors and visual supervision. There is a safety gate in use at the bottom of the staircase.

ON-LIMIT AREAS are the downstairs rooms, downstairs bathroom, converted garage, and fully fenced backyard. The Isolation area is the chair in the nap room.

The home has a fully charged 2A10BC fire extinguisher, working smoke detector, working carbon monoxide detector, and telephone. Per assistant, there are no firearms on the premises. There are no pools, hot tubs or any other bodies of water present in the on-limit areas during today's inspection. LPA did not observe any hazardous materials or toxins accessible to children during today’s inspection. There are ample age appropriate toys that appear to be safe and in good condition.

The facility is operating within its licensed capacity and is in ratio. Both licensee's CPR & First Aid training has been completed and expires 11/2024. Licensee Mitchell Tarver completed the Mandated Reporter training on 6/7/23. Fire/disaster drills have been conducted and recorded with the last drill logged 7/18/2024.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
