On October 30th, 2023 at approximately 12:50PM, Licensing Program Analyst (LPA) April Wright arrived at for an unannounced Required-1 Year inspection, and met with director Payton McQuillan. Present today were seven (7) children and four (4) fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:00am to 6:00pm.

CLASSROOM: Center is a TK-5th grade program and has before and after school care. Center has one bungalow located in the rear of the Durham Elementary School campus. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is a chair near director's desk, away from other children in care. The center has smoke/carbon monoxide detector working telephone, and two (2) fully charged 3A40BC fire extinguisher. At least one person trained in CPR/First aid is present at the facility when children are in care. Per Center Director there are no weapons or firearms present at the facility.

BATHROOMS: Bathrooms for children are at located across the yard the Durham school campus. Staff bathroom are separate from the children's bathrooms and are also located at in rear of Durham front office. All bathrooms are clean and in sanitary condition. All sinks and faucets are in safe and sanitary operating condition and children can reach sinks/faucets. Supplies are available to the children.

FOOD SERVICE AREAS: This facility provides snacks only to children in care. There are weekly snack menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. See LIC809C for continuance

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Seven (7) children's files and four (4) staff files were reviewed, including director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 10/18/23. All required documents are posted in a public accessible area.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).


LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP.
