Personal Rights - Staff pushed a day-care child.

On November 20, 2025, at 3:10pm, Licensing Program Analyst (LPA) Randy Miranda met with Transitional Co-Director Lauren Gibbs-Beadle to deliver the findings from a complaint investigation for the above allegation(s). LPA toured the facility and obtained a copy of the sign-in sheets and facility roster. Present for the inspection were two (2) transitional co-directors, nine (9) teachers, three (3) teacher’s aide, and 50 preschool aged children in care.
Based on LPA's interviews and record review, a staff member was observed pushing a child, causing the child to fall to the ground. The preponderance of evidence standard has been met. Therefore, the allegation that staff pushed a day-care child is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section 101223(a)(3) is cited on the attached LIC 9099D.
A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with transitional co-director, Lauren Gibbs-Beadle.

Based on interviews, record reviews, and observations, the allegation that staff made inappropriate comments towards a day-care child may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided and discussed. An exit interview was conducted with transitional co-director, Lauren Gibbs-Beadle.

On November 20, 2025, at 3:10pm, Licensing Program Analyst (LPA) Randy Miranda met with Transitional Co-Director Lauren Gibbs-Beadle to deliver the findings from a complaint investigation for the above allegation(s). LPA toured the facility and obtained a copy of the sign-in sheets and facility roster. Present for the inspection were two (2) transitional co-directors, nine (9) teachers, three (3) teacher’s aide, and 50 preschool aged children in care.
Based on LPA's interviews and record reviews, a staff member was observed flipping a child and placing the child aggressively onto a cot, which caused the child to cry. The preponderance of evidence standard has been met. Therefore, the allegation that staff staff handled a day-care child in a rough manner is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 06, Section 101223(a)(3) is cited on the attached LIC 9099D.
