Licensing Program Analyst (LPA) Jyoti Saini met with the director, Natalia Glynn, for an unannounced Annual Random Inspection. The purpose of the inspection was disclosed, and the director granted entry to the facility. No children were present during the inspection. The program operates in two sessions: 7:00 AM to 9:00 AM and 12:00 PM to 6:00 PM, Monday through Friday, in room EDCC #1 (Dolphin, ages TK-1st grade) and room EDCC #2 (Shark, ages 2nd to 5th grade) on the Murray Elementary School campus. The LPA inspected the facility indoors and outdoors for health and safety hazards.
The facility has a fully functioning fire alarm system, working smoke and carbon monoxide detectors, a fully charged fire extinguisher, and a telephone in both classrooms. No bodies of water were observed, and the director confirmed that there are no firearms stored on the premises. The center is in good condition, with proper temperature, ventilation, and no safety hazards. Multiple first aid kits are available. Furniture is in good condition, and each child has a designated chair and cubby labeled with their name. The bathrooms, separate for children and staff, were clean, safe, and free of hazardous items. Drinking water is accessible through water fountains and personal water bottles. The monthly menu is posted, and the facility provides snacks. LPA reviewed food storage and observed that all food was in its original packaging and labeled with an expiration/open date. Medications are securely stored in a locked bag, requiring a password for access, and LPA confirmed that all medications are up-to-date. Emergency drills are logged, with the last fire drill conducted on 11/26/2024. The outdoor play area was free from hazards. The facility utilizes the KT app for children to sign in and sign out, and the LPA reviewed the records. All children have emergency identification information on file. Staff records were complete, with all staff having criminal record clearances, CPR and First Aid certification, and Mandated Reporter training.

Criminal Record Clearance -Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing – CCC COMPLETED TESTING Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.
