On August 16, 2023 at approximately 12:20 PM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Director, Karen Berry and Co-Director Martha Bali. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Director. There were forty one (41) children present during this inspection and fifteen (15) staff members. The facility consists of multiple classrooms. The facility was toured for a health and safety inspection and the hours of operation are 7:00 AM - 6:00 PM, Monday - Friday.

CLASSROOMS: Six (6) classrooms were inspected. During today's inspection Room 6 is not being used, storage area. The classrooms were inspected and there were play and learning materials available for the children. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. Families supply water bottles for the children it is refilled with filtered water. There is proper individual storage space for each child. The isolation area for sick children is in the director's office, away from other children in care. The center has a smoke detector, a carbon monoxide detector (tested and functioning) , working telephone, pull down fire alarm system, and six (6) fully charged 3A40BC fire extinguishers.

FOOD SERVICE AREAS: The facility does not provide lunch, snacks are provided in the AM and PM snacks for the children. There are monthly menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. LPA inspected the kitchen area and the refrigerator is free from rodents and in good repair, facility does have 1% milk. Cleaning chemicals and other cleaners are stored out of reach of children.
OUTDOOR PLAY AREAS: The playgrounds at the center for the children to play and the playground has large trees for shade. There's a play structure, which is anchored that has cushioning to absorb falls. There is a shed that is locked and blocked by a gate.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

RECORDS: At 1:45PM, LPA requested and reviewed files All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The facility representative's CPR and First Aid certificate is current and expires on 07/09/2025. The center is in compliance with the sign in and out procedure, facility uses the ProCare app. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 07/12/23. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. LPA inspected the medication, which is stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child’s name and date of issuance. A refrigerator shall be used to store any medications that requires refrigeration. The center is equipped with fully stocked first aid kits that is available in the classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with site director and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee site director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (this facility do not provide care for children under 24 months)

During the exit interview, the director was asked and confirmed that there are no Registered Sex Offenders living/working in the facility and LPA completed the RSO profile in FAS.

Site director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

No deficiencies were found at facility during today’s inspection. A copy of this report to remain on file for 3 years.



A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
