On August 24, 2021 at 10:0AM, Licensing Program Analyst (LPA) Catherine Fernandes arrived at the facility for an unannounced 1 year required inspection. LPA met with Quera Owens, the Director. The infant component is spilt into two programs, the infants and the wobblers. There were seven wobblers and two additional staff also present. The infant class is currently closed. The facility operates Monday - Friday 7:30am - 5:30pm. This facility is licensed for an infant program and the other component on site is a preschool program with a toddler option. LPA toured the indoor and outdoor areas that are used for the infant program, to conduct a health and safety inspection.

LPA observed that the classroom has sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The classroom floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe. There is adequate storage for children's belongings. There are 5 cribs available for children and LPA observed them to be free of loose articles and objects. The sink is in sanitary and operational condition. LPA observed that the kitchen is clean, free from hazards and adequately equipped. There is a lunch menu, that is dated at least a week in advance and posted. Lunches and snack come come an outside vendor. LPA did not observe any food stored with cleaning supplies. LPA observed that water is readily available both indoors and outdoors.

The outdoor play space is fully fenced and there is a sufficient amount of shade. There is an ample supply of age appropriate equipment, toys and activities. LPA observed the sand box however it is not being used due to COVID-19. LPA observed that the outdoor surfaces are free from hazards. LPA did not observe any bodies of water, hazardous items, toxins or medication accessible to children today.

All required forms are posted. The last disaster drill was completed on 5/14/21. The facility is equipped with first aid kits, a working telephone, carbon monoxide detectors, centralized smoke detection system, pull down fire alarm near the front door of the center and fully charged 3A40BC fire extinguishers in the classroom. LPA observed the interaction between the staff and children in care, and found it to be in compliance with the Title 22 Regulations.

The facility has a sign in/out, and is in compliance with the sign in/out procedures. LPA reviewed all children's files that are currently enrolled. Staff files were reviewed today.

Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. The Director confirmed that there are no children currently enrolled that require medication to be provided while in care.

The Director was reminded to review information related to applicable regulations on Licensing's website at www.ccld.ca.gov. LPA reminded the licensee to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance and association requirements. The licensee was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. LPA reminded the licensee that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com.

No deficiencies were cited during todays inspection.

A Notice of Site Visit was given and must remain posted for 30 days.
