25 | On February 21st, 2024 at 1:00pm, Licensing Program Manager Chandra Charles and Licensing Program Analyst April Wright, met with Center Director Mariam Youseff and Facility Area Manager Teresa Moreno at the Oakland Southeast Regional office for an Informal Conference meeting. The purpose of this informal meeting was to discuss the facility operations regarding ratio.
Within the last 12 months, this facility has had three (3) Type A violations in regards to the facility not being in ratio per Title 22 regulations, of which two were complaints filed against the facility license.
During the meeting, LPM Charles and LPA Wright discussed the differences in the Title 5 and Title 22 regulations with the Center Director and Area Manager. It was stated that teachers were hired that worked at Title 5 facilities and were using those ratio guidelines for this facility. LPM Charles and LPA Wright reviewed the Early Education and Child Care Regulation manual and provided copy as a reference.
As apart of the facilities Plan of Correction in addition to this meeting, LPA Wright and LPA Elimika Woods attended a Staff Meeting which was conducted by Center Director Mariam Youseef at Montessori School at Washington Avenue on February 17th, 2024 at 12:00pm. Purpose of the meeting was to review CCLD videos pertaining to ratio and to discuss Title 22 regulations. A Plan of correction will be constructed for staffing shortages to maintain the facilities ratio and children's safety.
Area Manager Teresa Moreno will add the additional resources to staff files and post Title 22 ratio regulations as a reminder for staff to govern the classrooms by these regulations.
An exit interview was conducted where the citation and plan of correction were discussed. Appeal rights were given and explained to the Center Director Mariam Youseff and Facility Area Manager Teresa Moreno.
