On January 22, 2026, Licensing Program Analysts (LPAs) Kassandra Medrano and Diana Campos conducted a subsequent investigation regarding the above allegations. Present in the facility were 38 children, and 4 staff. It was alleged that there was an incident that resulted in a staff inappropriately handling a child while in care resulting in their hair being pulled.

Based on the information gathered, there is not a preponderance of evidence to prove that staff inappropriately handled a child. Therefore, the above allegation is determined to be UNSUBSTANTIATED. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur.


A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Anjum.

Licensing Program Analyst (LPA) Kassandra Medrano and Diana Campos, conducted a subsequent site visit to the facility to deliver investigation findings. LPA met with Director, Anjum Mujeeb, and the purpose of the visit was explained. Present in the facility were 38 children and 4 staff.

It was alleged that staff tell children that if they are not listening, staff will take photos or videos of them and send them to their parents. During the course of the investigation, Licensing Program Analyst (LPA) Medrano interviewed staff, management, and children. LPA also conducted observations and reviewed relevant information. Based on interviews, observations, and information gathered, it was determined that staff do tell children that they will take photos and videos as a method to encourage children to listen while in care. Although there was no evidence that photos or videos sent to parents or guardians.The allegation noted above is substantiated, meaning the allegation is valid because the preponderance of the evidence standard has been met.

Based on interviews and documents recieved it was found that staff will tell children that they will take videos or photos of children and send to their parents if they do not listen. This poses a potential health and safety risk to children in care.
