On 11/18/2024 at 9:55AM Licensing Program Analyst (LPA) Jaleesa Jackson met with Assistant Director Elizabeth Motwani for an Unannounced Annual/Random Inspection. Director Darlene Johnston arrived at the facility at 10:30AM. Present for this inspection were 65 preschool aged children along with 10 fingerprint cleared staff members. Facility operating hours are 7:00AM - 6:00PM Monday to Friday. The facility was toured to conduct a health and safety inspection.

The facility operates out of 5 classrooms. All classrooms had age appropriate equipment and toys. The classrooms are clean with heating and ventilation for safety and comfort. During today's inspection all hazardous materials and toxins including disinfectants and cleaning solutions were observed to be made inaccessible to children. Each classroom had individualized storage space for each child that they are able to store their personal belongings. Director stated blankets and other beddings are given and cleaned weekly by the child's parents, and sleeping mats and sheets are also cleaned weekly by facility staff. The facility is utilizing disposable water cups and water fountains throughout the premises for drinking water. There are two separate bathrooms located in the common play area.

All outdoor play equipment was observed to be operable and age-appropriate during this inspection. Areas around slides and high climbing structures have grass and cushioned material to absorb falls. The facility does have a sand area for playing, which is inspected daily by the staff and has a device to prevent any cats or other animals from accessing the area. There are plenty of trees and structures to provide shade. There were also several sheds that are used for toy storage that are locked.

Director stated the menu is updated monthly as the facility provides supplemental breakfast, lunch, AM, and PM snacks. Tables in classroom are labeled and color coded with the child's picture and dietary preferences and/or allergies. LPA also toured the kitchen and storage area that is OFF limits to children; LPA also reviewed children's medications are also stored in the kitchen area, which has proper documentation and are in original unexpired containers.

LPA reviewed 5 children files and 4 staff files and found to be complete. All staff have completed Mandated Reporter training. There is at least one staff member present on site that has pediatric CPR and First Aid. The facility has several fire extinguishers, working smoke detectors, working carbon monoxide detectors throughout the facility. Disaster drills are conducted at least once every six months. The last drill was conducted on 10/13/2024. All required forms are posted in public view. Facility roster was reviewed and a copy was obtained.

There were no deficiencies cited on today's visit.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

A notice of site visit was given and must remain posted for 30 days.
