On November 12, 2024 at approximately 8:45am Licensing Program Analyst (LPA) Randy Miranda arrived unannounced for an annual inspection for compliance to Health and Safety. Present for the inspection was Site Director Malalay Mogaddedi, teacher Mehwish Burney and one child in care. During the inspection, a child left to go to class and another child arrived. Census remained at one children in care. The hours of operation are Monday-Friday 7:00am to 6:00pm.

The facility is a single portable room operated on the campus of Oliveira elementary school. Children use the school playground yard and grass area. Everything is in safe condition and free from sharp, loose or pointed parts except for a loose, cracked wooden plank that lined the topside of the curb which surrounds the play structure area. The areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play areas and teachers are always present.



The facility has 2 fully charged 3A40BC fire extinguishers by the main door and west side exit. The last annual inspection was done 8/24/2024. There is a working carbon monoxide detector (tested and working). Disaster drills are conducted at least once every month, the last drill was conducted 10/21/2024.

The facility is clean and well organized with ample age appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care. Heating and ventilation is acceptable. Posted documents include: License; snack menu; daily schedule; emergency disaster plan; Parent’s Rights’ Personal Rights; seatbelt laws.

There are children’s restroom facilities on campus with two toilets and three sinks (girls) and one toilet, two urinals and two sinks (boys). The sinks have functioning water taps with appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing and cleaning areas are in safe and sanitary operating condition.

Children's records were reviewed: LPA requested and reviewed facility roster. The day care utilizes their own version of LIC 700 and 627. LPA to issue guidance in using LIC forms for children’s records for Licensing purposes.

Staff files were reviewed. All staff subjected to criminal review have been cleared and associated to the facility. All staff have current Mandated Reporter certificates, CPR/1st aid certificates were current. At least one staff opening and closing has valid CPR/1st Aid certificates.

Classrooms have trash cans with tight fitting cover for the disposal of solid waste. Children bring their own water bottles. Tap water and bottled water is also available inside and outside the classroom. Lead testing for the facility is complete. Refrigerator and dry snacks were inspected and found to be in good standing. First Aid Kit was found to have expired non-prescription items (Neosporin, Hydrocortisone, Anti-itch cream, and Isoproply Alcohol). LPA will issue guidance for expired items.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There were no deficiencies issued during today’s inspection. This report is to remain on file for 3 years.



A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
