On July 16, 2025 at 8:00 AM Licensing Program Analysts (LPA) Elimika Woods conducted an unannounced inspection to conclude a complaint investigation and met with the licensees, Rup Malhoptra and advised her of the purpose of the inspection. Present for the inspection were fingerprint cleared daughter, assistant, and son. Also present during the visit were six (6) preschool age children, and three (3) infant children.

LPA conducted interviews with the licensee, staff, an made observations regarding the allegation that the provider uses carseats/feeding chairs as restraint devices on children in care as a form of punishment. Based on LPAs observations and interviews which were conducted the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED.

The license must ensure that parents receive a copy of this report, deficiency notice, signed lic 9224 & placed in children's files, as well as post report & site visit notice for 30 days. Any new parents - for the next 1 year - must also receive a copy of report & lic 9224.

See LIC. 9099D for deficiency. Exit interview was conducted, and appeal rights were discussed with licensee, Rup Malhoptra.

LPA conducted interviews with the licensee(s), staff, an made observations regarding the allegation that the provider leaves children unsupervised in an isolation room. Based on the interviews and observations conducted, this agency has investigated the complaint alleging that the provider leaves children unsupervised in an isolation room is UNSUBSTANTIATED, although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur.

Exit interview was conducted, and appeal rights were discussed with licensees, Rup Malhoptra.

Personal Rights-Each child receiving services from a family child care home shall have certain rights that shall not be waived or abridged by the licensee regardless of consent or authorization from the child's authorized representative. These rights include, but are not limited to, the following:

The licensee and staff shall watch the video on personal rights at http://ccld childcarevideos.org and write a summary of what they learned from the video and submit the summary to CCL by 07/17/2025 by fax text message, or email.

To receive safe, healthful, and comfortable accommodations, furnishings, and equipment. Thi requirement was not met as evidence by children being placed in feeding chairs/carseats placed inside a pack and play, which poses a potential risk to the health and safety of children in care.
