13 | On July 16, 2025 at 8:00 AM Licensing Program Analysts (LPA) Elimika Woods conducted an unannounced inspection to conclude a complaint investigation and met with the licensees, Rup Malhoptra and advised her of the purpose of the inspection. Present for the inspection were fingerprint cleared daughter, assistant, and son. Also present during the visit were six (6) preschool age children, and three (3) infant children.
LPA conducted interviews with the licensee, staff, an made observations regarding the allegation that the provider uses carseats/feeding chairs as restraint devices on children in care as a form of punishment. Based on LPAs observations and interviews which were conducted the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED.
The license must ensure that parents receive a copy of this report, deficiency notice, signed lic 9224 & placed in children's files, as well as post report & site visit notice for 30 days. Any new parents - for the next 1 year - must also receive a copy of report & lic 9224.
