| On August 27, 2025, at 3:00 PM Licensing Program Analyst (LPA) Elimika Woods and Licensing Program Manager (LPM) Chandra Charles met with Licensees Rup Malhotra, Kulbir Singh, and Jesse Singh for an announced informal conference at the Community Care Licensing Oakland South Regional Office. The meeting was conducted as a result of a substantiated complaint that found the licensees uses feeding chairs as restraint devices on children in care as a form of punishment.
The following citation was discussed:
Licensee uses feeding chairs as restraint devices on children in care as a form of punishment.
LPM Charles reviewed the citation issued by LPA Woods on 07/16/2025, which documented the improper use of feeding chairs as restraints.
LPA and LPM clarified that car seats, feeding chairs, and similar devices must not be used as restraints or for disciplinary purposes in a Family Child Care Home setting.
LPM showed the licensees the photos from the complaint which substantiated the Personal Rights violation.
The licensees shared that they have developed and implemented a corrective action plan to prevent the misuse of such equipment moving forward.
It was verified that as of the follow-up inspection on 07/23/2025, the facility has returned to full compliance with Title 22 Regulations.
Licensees were referred to training videos on the Community Care Licensing website: ccld.childcarevideos.org and LPM gave the licensee's a copy of Personal Rights and Mandated Reporting training form.
LPA and LPM emphasized the importance of adhering to Title 22 Regulations and maintaining compliance at all times.
Licensees were informed that any future violations may result in further administrative actions, including but not limited to a possible review for revocation of the Family Child Care license.
No deficiencies were cited during today’s office meeting. Exit interview was conducted, report was reviewed, and Appeal Rights were provided licensees Rup Malhotra & Kulbir Singh. This report shall remain on file for 3 years.
