On September 6, 2023 at 2:00 PM Licensing Program Analyst (LPA) Nyeesha Blount, conducted an Unannounced Complaint site inspection to deliver complaint findings. LPA met with Director Thapa, Sumira also present was (14) staff member's who are background cleared. LPA advised Director of the nature of the inspection. Current Census today is 26 children which consists of (26) preschoolers. LPA obtained a copy of the children's current roster, observations and staff interviews were conducted at the time of the inspection.

Based on LPA's observations and staff interviews which were conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be Substantiated. California Code of Regulations, 101223(a)(1)(3) is being cited on the attached LIC 9099 D.

a) The licensee shall ensure that each child is accorded the following personal rights:(1) To be accorded dignity in his/her personal relationships with staff and other persons.(3) To be free from corporal or unusual punishment, infliction of pain, humiliation, intimidation, ridicule, coercion, threat, mental abuse or other actions of a punitive nature including but not limited to: interference with functions of daily living including eating, sleeping or toileting; or withholding of shelter, clothing, medication or aids to physical functioning.

Director will have staff watch videos on personal rights with understanding and knowledge of CCLD regulations. Director will have staff complete a statement and submit to LPA via email by POC date of September 27, 2023. Director advised she will be conducting cultural sensitivity traning as well.

which poses an immediate risk to the children in care. Based on staff interviews a staff member called a african american child a Negrita and Hispanic child a gordita in Spanish languge addressing the child's size to the class and staff memebers in a humilating manner
