13 | On September 19, 2025, at 8:50am, Licensing Program Analyst (LPA) Randy Miranda met with Site Director Lora Almond to deliver the findings from a complaint investigation for the above allegation. LPA toured the facility and obtained a copy of the sign-in sheets. Present for the inspection were the site director, assistant director, 17 teachers, 1 teacher's aide, 1 kitchen staff, and 112 children in care (34 infants and 78 preschoolers).
Based on LPA's observations and interviews, the facility was, on occasion, observed with both attended and unattended children ages 7 to 8 present in various areas of the facility, including classrooms, offices, and the breakroom. The facility is licensed to serve children ages two through entry into first grade. The preponderance of evidence standard has been met. Therefore, the allegation that the daycare was operating outside its licensed age range is SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Article 2, Section 101161(a) is cited on the attached LIC 9099D.
A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview
conducted and report was reviewed with Site Director Lora Almond.
