On October 17, 2024, at approximately 12:45PM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Director, Lindsay Anderson. LPA disclosed the purpose of the inspection and was granted entry, LPA provided LIC 125. There were 27 infant/toddler children present during this inspection and seven additional staff members. This center operates Monday – Friday from 6:30 AM – 6:00 PM. The facility was toured inside and out for a health and safety inspection. This facility has a pre-school license #013412605.

CLASSROOMS: There are two (2) classrooms for this component. Both classrooms was inspected for health and safety. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is next to the director's desk away from other children in care. The center has a wired smoke detector, a carbon monoxide detector (hallway and classrooms), working telephone, pull down fire alarm system, and a fully charged 3A40BC fire extinguishers.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children. There is a diaper change table in the classrooms that is in arms reach of the sink. LPA reminded director to have staff clean/disinfect after every use of the diaper changing table.

FOOD SERVICE AREAS: LPA inspected the refrigerator within the classrooms the bottled milk/formula was label with the child's names. This facility provides meals and snacks for the children and low-fat 1% milk is being served. There are weekly menus posted at the facility. LPA observed an area where they have a refrigerator this area is clean and free of evidence of rodents. All storage containers for solid waste have tight fitting covers that are in good repair.

RECORDS: Around 2:00 PM LPA request and reviewed children and personnel records. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Director has a current CPR & First Aid Certificate expires on 07/2025. Mandated Reporter Training was discussed, and certificates were reviewed. The center is in compliance with the sign in and out procedure and use the Care Connect App. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 08/02/24. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a plan for providing IMS must be submitted to the Department. Per director not administering medication during this visit.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone to the Regional Office and written report within 7 days. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

There are no deficiencies cited today. Appeal Rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Lindsay Anderson.
