On August 9th, 2024 at approximately 9:30am, Licensing Program Analyst (LPA) April Wright arrived for an Unannounced Annual/ Random Inspection, and met with Director Diana Tostado. Present were 67 children (toddler/preschool age) and fifteen (15) fingerprint cleared staff members present during the inspection. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:00am to 6:00pm.
CLASSROOMS: Facility has six (6) classrooms that were inspected. Center has toddler component which consists of one classroom divided into two (2) sections. There is adequate heating/air conditioning, ventilation, and lighting for safety and comfort. There are adequate play and learning materials available in all classrooms. Floors, furniture, and equipment are age appropriate and in good repair. Drinking water is available inside and outside of the center. There is proper individual storage space for each child in all classrooms. The isolation area for sick children is the Director office away from other children in care. Center has smoke/carbon detectors, working telephone, and four (4) fully charged 2A10BC fire extinguishers located throughout the facility and accessible. The center is equipped with eight (6) fully stocked first aid kits that is available in all classrooms as well as two (2) located in the Director's office.
BATHROOMS/TOILETING AREAS/DIAPER CHANGING AREAS: Staff bathroom is separate from the children's bathroom which is located in front lobby. There are two (2) changing stations located in the Toddler classroom. LPA inspected changing tables and observed that they are in good repair, free from defects or hazardous conditions. LPA observed all sinks, faucets and toilets are in safe/sanitary operating condition which are accessible to children. Supplies were also observed (soap/paper towels) that are available to children in care.
FOOD SERVICE AREAS: Facility provides breakfast, lunch and afternoon snack daily for children in care. There are monthly menus posted on parent board for public viewing. Kitchen prep area was neat and orderly with no signs of insects, rodents or vermin. Facility has refrigerators which were inspected, clean and free of any evidence of rodents, vermin or insects. LPA inspected all storage containers for solid waste and observed they have tight fitting covers that are in good condition and repair. See LIC809-C for continuance.

OUTDOOR PLAY AREAS: Facility has 3 designated play areas with play structures with slides for preschool/toddler age children that has wood chip cushioning to absorb falls and is anchored for stability. There are building overhangs as well as a canopy's that provide shade to children while at play.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Eight (8) children's files and fifteen (15) staff files were reviewed including center director. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. All staff CPR/First aid and Mandated Reporter Training certificates were reviewed and are current. The center is in compliance with the sign in and out procedure Kindercare App. Disaster drills are being conducted monthly and the last one conducted was on 7/10/2024. All required documents are posted in a public accessible area.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility representative/ Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Diana Tostado.
