On February 26th, 2025 at approximately 11:50am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual Random Inspection inspection and met with Lead Teacher Asma Mojaddedi. Present during the inspection were six (6) preschool age children and two (2) fingerprint cleared staff personnel. The facility was toured for a health and safety inspection. Site Supervisor Preethi Sukumaran arrived after LPA had begun the inspection. The facility is in ratio today. Hours of operation are Monday through Friday, 8:30am to 5:00pm.

CLASSROOM: Facility has a Preschool and TK/Kindergarten program for children. Facility is in a portable which is located on the Brier/Glankler Elementary School campus. Classroom is divided into sections for the preschool and school age children which can provide appropriate space for each age group. The floors are neat and free of visual damage or hazards. The children's furniture and equipment are age appropriate and LPA observed them to be in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. Drinking water is available inside and outside of the center. There is proper individual storage space for each child. The isolation area for sick children is the Director's office which is away from other children in care. LPA observed and Site Supervisor confirmed that are no toxins, medicines, cleaning products or hazardous materials visible during today's inspection and were made inaccessible to children in care. Center has working smoke/carbon monoxide detectors, telephone, and two (2) fully charged 3A40BC / 2A10BC fire extinguishers in the classroom. The staff's bathroom is located at the rear of the classroom and is separate from the children's bathrooms. All sinks and faucets are in safe and sanitary operating condition. There are supplies available to children while in care. LPA observed and Site Supervisor confirmed that there are no pets, firearms or weapons located in the facility.

FOOD SERVICE: This facility provides snacks only to children in care. Center has a food prep area that is clean and off limits to children in care. There are monthly snack menus posted at the facility. All storage containers for solid waste have tight fitting covers that are in good repair. See LIC809-C for continuance

OUTDOOR PLAY AREA: Play yard is separated and not shared with the Brier/Glankler Elementary school. There is a play structure with 3 slides with wood chips for cushioning to absorb falls and that is anchored for stability. Building has a overhang that provides shade to children while at play. There is a sandbox that has a secured cover with a canopy that provides shade to children while at play. Play yard has a garden with 3 sheds that have locks and are inaccessible to children in care. LPA observed and Site Supervisor confirmed that there are no pools, hot tubs or any bodies of water present at the facility.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and three (3) staff files were reviewed including Site Supervisors file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR and First Aid certificates were reviewed and are up to date. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 2/18/2025. All required documents are posted in a public accessible area. At least one person trained in CPR/First aid is present at the facility when children present.

Preschool program has an Inclusion preschool program with the Fremont Unified School district which began on 1/06/2025. Program is a "special day class" for students within a play-based program at this facilities Brier Glankler location. Students and teachers file information is located on site at the Glankler School. LPA obtained documentation from the site supervisor stating that staff have eligible fingerprint clearances and program information through FUSD.

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility representative/ Director discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed Facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA referred Center Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

Facility representative was informed of the MyChildCarePlan.org website; a


consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Site Supervisor Preethi Sukumaran.
