On 7/14/2021 at 3:00pm, Licensing Program Analyst (LPA) Jonathan Williams met with Director, Catalina Garcia, for a Required 1 Year Inspection. Present for this inspection are the Director, three fingerprint cleared and associated staff members, and four children in care. The facility was toured to conduct a Health and Safety Inspection.

The facility is tidy and clean with heating and ventilation for safety and comfort. There are toys and learning materials in the facility. There are no pools, hot tubs, ponds, or any other bodies of water accessible to children during today's inspection. All hazardous materials and toxins including disinfectants and cleaning solutions were observed to be made inaccessible to children during today's inspection. Furniture and equipment accessible to children were observed to be age-appropriate, in operable condition, and free of loose, sharp, or pointed parts. The facility has indoor space for infants that are physically separate from space used by the preschool component. The facility has a toddler component, which was toured by LPA. The licensee is aware that baby walkers, bouncers, exersaucers, and jumpers are not allowed in licensed care facilities.

The kitchen/food preparation area was toured at 3:15pm. LPA observed it to be free of litter, garbage, and evidence of rodents or other vermin. Food is protected from contamination and, per staff, contaminated food is discarded immediately. Food/beverages capable of rapid spoiling are properly stored. Solid waste storage vessels (garbage cans) have tight fitting covers and are in good repair. Per Director, food is prepared by the facility. LPA observed infant changing tables to be placed within arm’s reach of a sink while in use at 3:20pm. Uncontaminated drinking water is available to children inside the facility.

The outdoor activity space was toured at 3:30pm. LPA observed it to be in safe condition during this inspection. All play equipment is operable and age-appropriate. Areas around swings, slides, and high climbing equipment have cushioning material (poured rubber) to absorb falls. Uncontaminated drinking water was observed to be made available to children in the outdoor area at 3:32pm.

LPA observed the facility to have two fully charged 3A40BC fire extinguishers and a working telephone at 3:45pm. The facility has a functional carbon monoxide detector and LPA tested for functionality at 3:48pm. Facility has a smoke detector and per Director the smoke detector has been serviced by an inspector within one year. All staff have current CPR/1st Aid training certificates. The facility is in ratio today, with one teacher supervising no more than 4 infants. Children were observed to be visually supervised at all times, with no infants being left unattended. Children's files and staff files were reviewed for proper documentation. All required forms are posted in public view, including menus. Facility roster was obtained. Sign-in/sign-out logs were reviewed.

Incidental Medical Services (IMS) policy was discussed. This facility does not provide IMS to children in care at this time. When any changes to the IMS plan is made, an updated Plan for Providing IMS must be submitted to the Department. Director is reminded that ALL assistants, volunteers, frequent visitors, or adults living in the home, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident.
Director was reminded that California Law requires licensed Child Care Centers to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. LPA informed the Director that all forms can be downloaded at www.ccld.ca.gov and encouraged the Director to email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. The Director was also reminded that Mandated Reporter Training ("General" and "Child Care Providers") is required for all staff and is to be renewed every 2 years by visiting www.mandatedreporterca.com.

There are no deficiencies cited. This report shall remain on file for 3 years. A Notice of Site Visit was provided to the Director. LPA reminded the Director to post the Notice of Site Visit where it is clearly visible inside the facility for 30 days. Appeal rights were provided to the Director and the signature on this form acknowledges receipt of these rights. Exit interview was conducted at 4:52pm
