On October 13, 2023, Licensing Program Analyst (LPA) Simerjit Kaur met with site Director Ana Suan for an UNANNOUNCED ANNUAL RANDOM INSPECTION for Preschool component. This center also includes elementary school and middle school. There is a private non-profit school on site and the Director is aware children in care may not commingle at any time. Present for this inspection was 15 staff members and 82 preschool age children. The facility was toured by LPA and Director Ana Suan to conduct a Health and Safety Inspection. The center operates Monday - Friday from 7:30 A.M. - 6:00 P.M.

There are 6 rooms designated for preschool age children (Rooms: Alder, Cedar, Brich, Bay Laurel, Palm, and Redbud) with restrooms in each classrooms. The facility appears to be safe, and sanitary. There is adequate heating and lighting in the classrooms. There is no standing water on the floor observed during today's inspection. All toilets, hand washing and cleaning areas are in safe and sanitary operating condition during today's inspection. The staff restroom is located in the hallway. Classrooms have appropriate furniture and equipment for the use of children in care. There are adequate storage hooks for children's belongings. Cots are available for use of children. The bedding sheets are sent home weekly to be washed by the child's family. Meals are provided by parents and AM/PM snacks provided by center. There is a menu posted in the kitchen. The center also offers meals through Choice Lunch. There is drinking water available in the classrooms and outdoor. There two outdoor play yards for preschool component. Climbing equipment has adequate and appropriate cushioning material to absorb falls. It was observed that there are no toxins or hazardous items accessible to children in care during today's inspection.
The center is in compliance with the sign in and out procedure. The center has conducted and documented a disaster drill on 9/20/2023. LPA observed working carbon monoxide detector and a fully charged fire extinguisher. Smoke detectors and fire alarms inspections are conducted by RTS and Aegis Company. The center roster was reviewed, and a copy was obtained. LPA reviewed children's files and random staff files. The staff have CPR/First Aid and immunization. Activity schedules and required Community Care Licensing forms are posted and visible for review.

Facility director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing information.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Based on observation and record review, the licensee did not comply with the section cited above, 3 children had expire medication without box with prescription, which poses/posed a potential health, safety or personal rights risk to persons in care.

Faciltiy director shall return the expired medications to each child's parent. Additionally, licensee is advised to ensure all medications are checked on a regular basis to ensure that no expired medications are kept in the facility, and also ensure any medications brought to the facility are labeled with name and date, with prescription label if applicable, and submit a statement of understanding of this regulation by due date of 10/20/23.
