On August 8th, 2024 at approximately 10:15am, Licensing Program Analyst (LPA) April Wright arrived for an unannounced Annual/Random inspection, and met with Center director Michael Henry. Present during today's inspection were fifteen (15) preschool age children and five (5) fingerprint cleared staff members. The facility is in ratio today. The facility was toured for a health and safety inspection. Hours of operation are Monday through Friday, 7:30am to 5:30pm.

CLASSROOMS: Center has one classroom which is Room 16 that was inspected. All classroom furniture and equipment are age appropriate and in good repair, free of hazards or damage. There is proper individual storage space for each child. There is adequate heating/air conditioning, ventilation, and lighting for safety and comfort. Drinking water is available inside and outside of the center. The isolation area for sick children is the "All by myself area" in classroom, which is an area is away from other children in care. The center has functioning smoke/carbon monoxide detectors, working telephone, and one (1) fully charged 2A10BC fire extinguisher. The center is equipped with 2 fully stocked first aid backpacks that is available in the classroom. LPA observed and Center Director confirmed that are no toxins, medicines, cleaning products or hazardous materials visible during today's inspection and were made inaccessible to children in care.

BATHROOMS/TOILETING AREAS: The staff's bathroom are separate from the children's bathrooms (located opposite of the play area). All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children in care.

FOOD SERVICE: This facility provides breakfast, lunch and snack for children in care. There
are monthly menus posted at the facility inside and outside the classroom. Kitchen prep areas are neat and orderly with no signs of insects, rodents or vermin. LPA inspected all storage containers for solid waste and observed they have tight fitting covers that are in good condition and repair. Facility has refrigerators which were inspected, clean and free of any evidence of rodents, vermin or insects. See LIC809-C for continuance.

OUTDOOR PLAY AREAS: There's a play structure with a slide that has cushioning to absorb falls that is anchored for stability. There's also one (1) canopy areas with artificial grass and seating for play and resting. There's also building overhang that provides shade to children while at play. Facility also age appropriate toys that are in good condition. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Seven (7) children's files and five (5) staff files were reviewed including the directors file. All staff files have required Personnel record, health screening and Employee Rights forms and all children files contain Identification & Emergency, Personal Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. CPR/First Aid and Mandated Reporter Training certificates were reviewed and up to date. The center is in compliance with the sign in and out procedure via Kindersign. Disaster drills are being conducted monthly and the last one conducted was on 7/12/2024. All required documents are posted in a public accessible area.

This facility provides Incidental Medical Services IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA referred the Center director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information..

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Center Director Michael Henry.
