25 | On 1/21/2026 at 2:30 PM, Licensing Program Analysts (LPAs) Kayla Merchant and Liam Bucsko were conducting a subsequent complaint investigation at Sugar and Spice and met with Teacher, Alejandra Martinez. Upon arrival, LPAs observed 1 teacher supervising 8 children. The teacher stated that the other teacher called out sick and the owner/director arranged for a substitute in the teacher's absence. The substitute worked 9:00 AM to 1:00 PM and was not at the facility when LPAs arrived.
During the course of the visit, LPAs observed the teacher walk away from the room where the children were napping at least 10 times, including taking a child to the restroom in the other room while the leaving the napping children without visual supervision at all times which is a violation of 101229(a)(1) California Code of Regulations, Title 22, Division 12 and poses an immediate risk to the Health, Safety or Personal Rights to children in care. A Type A violation is being cited today. See 809-D page for deficiency.
LPAs Liam Bucsko and Kayla Merchant informed teacher Alejandra Martinez that this report dated January 21, 2026, documents 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk to the health, safety, or personal rights of children in care. Also, LPAs Liam Bucsko and Kayla Merchant informed the licensee to provide a copy of this licensing report dated January 21, 2026, that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
Exit interview was conducted and report was reviewed with Teacher, Alejandra Martinez.
A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED FOR 30 CONSECUTIVE DAYS.
