25 | Licensing Program Analyst (LPA) Melanie Otsuji arrived to the facility unannounced to conduct an ANNUAL/RANDOM INSPECTION. LPA was met by Licensee, Yamin Chen. Also present during today's visit was a fingerprint cleared assistant, licensee's fingerprint adult aged daughter and 5 children (4 infants and 1 preschooler) LPA toured the day care for a health & safety inspection.
The ON LIMITS area consist of the kitchen, family room, living room, napping room and bathroom in napping room. All other areas are OFF LIMITS. The off limits areas will be inaccessible by closed and/or locked doors and visual supervision. The home has heating and ventilation for safety and comfort. The BACKYARD play area is fenced. All children are supervised during outside play as stated by the licensee. There are toys and learning materials. There are no pools, hot tubs or any other bodies of water present during today's inspection. Facility has a working smoke detector and working carbon monoxide detector, and working telephone. The licensee is compliant with the immunizations law. Per licensee, there are no firearms in the home. All REQUIRED forms are posted and visible for public review. Licensee conducts and documents disaster drills at least once every 6 months. Licensee has current mandated reporter training and was last taken on: 10/20/2023.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
