On January 10th, 2025 at approximately 1:40pm, Licensing Program Analyst (LPA) April Wright met with licensee Raquel Noguera for an Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the licensee. Present during inspection were eleven (4 infants/7 preschool age) children and fingerprint cleared spouse, son and daughter. LPA toured the facility to conduct a health and safety inspection. Licensee is in ratio. Hours of operation are 7:00am - 6:00pm Monday through Friday.

The single story home consists of three (3) bedrooms, two (2) bathrooms, living room, kitchen, dining room, garage, backyard with storage shed. The home was neat and orderly, with heating and ventilation for safety and comfort of children in care. The isolation area is a section of the living room which is away from other children in care. There are age appropriate toys for the children to utilize that appear to be safe and in good condition as observed by the LPA. LPA observed and Licensee confirmed that are no toxins, medicines, cleaning products or hazardous materials visible during the inspection and were made inaccessible to children in care. LPA observed and Licensee confirmed that there are no pools, hot tubs, or any other bodies of water on the premises.

On Limits: Living Room, Dining Room, Kitchen, Bathroom (hallway) and Backyard (gated portion). Back yard has 7 play structures (6 plastic/ 1 steel) that were observed and free of visual defects and damage.
Off limits: Three (3) bedrooms, master bathroom, Garage and Storage shed, remaining portion of backyard

The off limits areas will be made inaccessible by closed and/or locked doors and visual supervision. The home has a fully charged 3A40BC fire extinguisher, working smoke/carbon monoxide detectors, fully stock First Aid kit and telephone. There is a fireplace in the living room that is blocked by a bookcase and inaccessible to children in care. Licensee also has a dog present in the home. Parents are aware and consent to the pet dog being in the presence of children in care during daycare hours.

Per licensee there are firearms located in the home. LPA observed the firearms with trigger lock in place. Firearms and ammunition are stored separately in lock boxes.

All individuals subject to criminal record review have a clearance or exemption and have been associated to this FCCH. LPA requested and reviewed the files of six (6) children in care. The children's files contained, Parents rights, medical consent forms and identification and emergency contacts. The facility roster was review and copies were obtained. The licensee conducts fire and disaster drills twice a year and the last was conducted on 1/9/2025. Licensee and assistant have current CPR/First aid and Mandated Reporter training certificates on file. All required forms are posted and visible for public review. The licensee is in compliance with the immunization laws which pertains to all childcare providers.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the Licensee Noguera, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Raquel Noguera.
