On June 7, 2023 at approximately 12:30PM Licensing Program Analyst (LPA) Russ Haderer arrived unannounced for an annual inspection for compliance to Health and Safety. Present for the inspection was the site director Nicole Acland-Whear, 10 teachers; 41 children in care (all preschool age). The facility is in ratio today. LPA and site director toured the facility to conduct a health and safety inspection.

The facility operates in 6 rooms. The four main classrooms are: Gefen (older 2's), Zayit (younger 2's), Alon (3's), and Rimon (4's). Each classroom has ample age-appropriate toys. Furniture and equipment was observed in good repair, free from defects or sharp edges. The school has fully charged 2A10BC fire extinguishers throughout, last inspected on 01-04-2023. Fire and Earthquake disaster drills are conducted at least once every six months, the last drill was conducted 5/02/2023. The last annual fire inspection was completed on 5/02/2023 by the City of Berkeley, all smoke detectors and the fire system are in good working order and passed inspection. Carbon monoxide detectors were present, tested and functioning. Heating and ventilation in the classroom are acceptable.



Sign in/out is done through the Remini app, and was checked to verify children present were signed in. Classrooms have trash cans with tight fitting cover for the disposal of solid waste. Classroom have functioning cold-water sinks with adequate soap and paper towels. The facility provides IMS for children, two children need an EpiPen. Proper forms were signed and medication was checked but found to be expired – see LIC809D for deficiency.

Each classroom has individual cubbies space for each child. Observation of napping equipment showed proper storage to prevent cross-contamination. Linen is provided by parents and taken home each Friday to be laundered. The center keeps additional linens in case of soilage and if a parent forgot to bring in cleaned linen on Mondays.

Surfaces including floors and counter tops are clean and toxic free. Hazardous items/toxins are kept out of the access of children. The facility provides snacks for the children, menus were appropriately posted throughout the facility. All snack foods and refrigerated foods/beverages were checked. If a child becomes ill during the day and needs to be separated from the other children, the isolation area is Ya’ar room away from the other children in care.

There are no bodies of water accessible to children in care. There is water available for the children and they also bring their own bottled water to school. Shade is available in the playground area, teachers are always present when the children are outside. Children’s bathrooms are available and contain enough towels and soap supplies. The staff have a separate adult bathrooms not used by the children. Outside playground area surrounded by a 6-foot chain link fence. There are sturdy play structures, LPA observed that all play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall.

All documents required to be posted were appropriately posted on the walls: License; Emergency Disaster Plan; Earthquake Preparedness checklist; Notification of Parents Rights; Personal rights; Child seatbelt laws; menus; daily activity schedules.

Children and staff files were reviewed and found in compliance and in good order. CPR and First Aid is current for staff on site, expiring 10/2023.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Site Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
