On 1/21/2026 at 10:15 AM Licensing Program Analysts (LPAs) Liam Bucsko and Kayla Merchant conducted an Unannounced Subsequent Complaint Investigation at Christine Kanbergs’ large family child care home. LPAs met with licensee and explained purpose of today’s visit. Findings for the above allegation were delivered during the visit.
Complainant alleges an absence of supervision, resulting in a day care child leaving the facility. During the course of the investigation, LPAs inspected the facility, reviewed records and conducted interviews.
It was determined that two assistants (S2 and S3) were engaged in outdoor activities with children in care in front of the home, which is an unfenced area. When staff and children returned to the fenced yard, staff did not ensure all children were supervised, resulting in an infant child (C1) being left outside the facility for an undetermined amount of time. C1 walked to the house next door, which is located on a busy corner where C1 was found alone by 2 individuals that are unaffiliated with the facility and C1 was eventually returned to the care of S2. S2, S3 and the licensee, were unaware that C1 was unsupervised, away from the facility, until C1 was returned.

Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED and a Type A violation of California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page. This violation meets the criteria for a Zero Tolerance Violation for absence of supervision, where an individual in care has wandered away from the facility, and a $500.00 civil penalty is being assessed today. $100 per day will be assessed until corrected. Subsequent zero tolerance violations are $1000 immediate civil penalty and $100 per day will be assessed until corrected.

LPAs Liam Bucsko and Kayla Merchant informed licensee Christine Kanbergs that this report dated January 21, 2026, documents 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPAs Liam Bucsko and Kayla Merchant informed the licensee to provide a copy of this licensing report dated January 21, 2026, that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.

Exit interview was conducted and report was reviewed with the licensee, Christine Kanbergs.
A notice of site visit was given and must remain posted for 30 days.
Appeal rights were provided.

The home shall be free from defects or conditions which might endanger a child. Safety precautions shall include but not be limited to: (6) Outdoor play areas shall be either fenced, or outdoor play shall be supervised by the licensee or caregiver.

Licensee has implemented a new headcount process for children when outside the facility. Licensee will use temporary fencing when children are outside the facility, which will be ready for use on 1/22/26.
Licensee has shown LPAs the new headcount procedure and willl email LPA a picture of the temporary fencing set up by 1/22/26.
