32 | Based on the interviews and information obtained throughout the investigation, the preponderance of evidence standard has been met. Therefore, the allegation is SUBSTANTIATED and a Type A violation of California Code of Regulations, Title 22, Division 12 is being cited on 9099-D page. This violation meets the criteria for a Zero Tolerance Violation for absence of supervision, where an individual in care has wandered away from the facility, and a $500.00 civil penalty is being assessed today. $100 per day will be assessed until corrected. Subsequent zero tolerance violations are $1000 immediate civil penalty and $100 per day will be assessed until corrected.
LPAs Liam Bucsko and Kayla Merchant informed licensee Christine Kanbergs that this report dated January 21, 2026, documents 1 Type A citation which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPAs Liam Bucsko and Kayla Merchant informed the licensee to provide a copy of this licensing report dated January 21, 2026, that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
