On 03/06/2024 at 9:10AM Licensing Program Analyst (LPA) Jaleesa Jackson met with Office Manager Alexandra Capps, for an Unannounced Annual Inspection. Three classrooms (Teddy, Panda, and Tiger) were toured for a health and safety inspection. During today's inspection there were 36 preschool age children, 3 toddlers and 6 staff present. The facility operates from 7:00AM – 6:00PM, Monday – Friday.

The facility has age appropriate materials in the classrooms that were observed to be clean and in good condition. During today's inspection all toxins, cleaning products, medications and hazardous materials were observed to be in inaccessible areas. There is at least one fully stocked first-aid kit on site. All sleeping cots and mats are free from defects. LPA observed that sleeping cots were not being properly stored. The cots are lying against each other with the bedding having contact with each other. LPA informed facility representative that cots need to be properly stored so that bedding does not come into contact with other bedding .The facility has smoke detectors, carbon monoxide detectors and fire extinguishers on site. The two children’s bathrooms are clean, in proper working order, and well maintained. LPA did not observe any harmful or unattended bodies of water in or around the facility. The outside area is clean, free from defects with age appropriate materials for the children. The play structure is anchored into the ground and properly maintained. The slides are sturdy and cushioned underneath. There are two (2) storage sheds that are locked and inaccessible. The is also plenty of shade for the children.

The facility provides morning and afternoon snack for the children. All children bring their own lunch and water bottles from home. The snack menu is posted as well. All food provided by the facility is properly maintained and stored.

LPA reviewed 5 children's files and 7 staff files. The facility is operating within their licensed capacity and is in ratio. All required postings are made visible in the entry way of the facility. The facility conducts and documents disaster drills at least every 6 months. The last disaster drill was conducted 11/27/2023.

There were 2 deficiencies cited on today's visit. See 809-D for deficiencies.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.



CCC DID NOT COMPLETE TESTING PRIOR TO THEIR DEADLINE.

LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given and must remain posted for 30 days.
