13 | On 4/9/25, at 9:18AM, Licensing Program Analysts (LPAs) Catherine Fernandes and Indira Loza arrived unannounced to deliver the findings to the above allegation and met with Tarya White. Present in care were 22 preschoolers and four additional staff members. During the investigation LPAs conducted interviews with parents, staff and children, observed the classroom, and reviewed center documents regarding the allegation.
Based on documents provided by the center two of the staff members have a valid 30-day Substitute Teaching Permit, however according to the Commission on Teacher Credentialing the permit authorizes the permit holder to serve as a substitute teacher for no more than thirty days for any one teacher during the school year. According to interviews both staff member have been at the center for more that 30 days, and on 3/12/25 LPAs observed one of the two staff members providing care to children without a qualified teacher at the center therefore, the allegation is SUBSTANTIATED, the preponderance of evidence standard has been met.
