Licensing Program Analyst (LPA) Diana Campos conducted an unannounced visit to investigate the above allegation. LPA met with Director Yu Yun Guan. Present during the investigation were 10 children and 4 staff including one child's behavioral specialist.
During the investigation LPA conducted interviews, observed the classroom and reviewed documents. LPA did not observe any children be inappropriately restrained or mishandled. Per interviews conducted none of the staff reported restraining or observing children being physically restrained. Although none of the children reported staff grabbing them or holding them or other children back, another party reported observing staff physically restraining children.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is deemed unsubstantiated.
Exit interview and report reviewed with Center Director Yu Yun Guan.
Notice of Site Visit was provided and must be posted for 30 days.

Licensing Program Analyst (LPA) Diana Campos conducted an unannounced visit to investigate the above allegation. LPA met with Director Yu Yun Guan. Present during the investigation were 10 children and 4 staff including one behavioral specialist.
During the investigation LPA conducted interviews, and observed the classroom. LPA did not observe any children be mishandled by staff. Per interviews conducted none of the staff reported mishandling or observing children being mishandled. Although none of the children reported staff mistreating or mishandling them, another party reported observing staff mishandling children.
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is deemed unsubstantiated.
