On 11/3/22 at 9:30am Licensing Program Manager (LPM) Loretta Dyson arrived at the facility for an unannounced required - 1 year inspection. LPM met with Maribel Corona. There were 13 preschools and one additional staff member also present. Susan Mueller, Principal for this site arrived during the inspection. This program operates in two sessions, 8:30-11:30am and 12-3pm, Monday - Friday in Portable A on the campus of Bridges Academy at Melrose Elementary School. During the PM session there were 6 children and 2 staff present.

LPM completed a tour of the portable and the outdoor spaces used for the center, to conduct a health and safety inspection. LPM observed that the portable has sufficient heating, lighting and ventilation for the safety and comfort of children and staff. The floors and surfaces appear to be safe and in good repair. There is an ample supply of age appropriate furniture, toys, activities and equipment which appear to be in good condition and safe, inside of the portable. There is adequate storage for children's belongings. The bathroom inside of the classroom has 1 toilet and 1 sink which are in sanitary and operational condition. There is one additional sink in the kitchen area. There is a separate bathroom for staff inside of the elementary school. LPM reminded the licensee that children cannot commingle with school age children and must be visually supervised when in the bathroom. Breakfast is provided for children attending the AM session, and lunch is provided for children attending the PM session. The meals are provided by the school cafeteria, and there are snacks that are stored in the kitchen area. LPM observed a menu, dated at least a week in advance. There is a water pitcher and disposable cups available for children to get water, both indoors and outdoor. The outdoor play space is adjacent to the portable and is fully fenced. There is cushioning underneath the play structure to absorb a fall. LPM did not observe any bodies of water, hazardous items, toxins or medication accessible to children today. All required forms are posted. The disaster drills are conducted with the elementary school and have been completed in the last 6 months. The center is equipped with first aid supplies, a working telephone, centralized smoke detection system, carbon monoxide detector and a fully charged 3A40BC fire extinguisher. LPM observed the interaction between the staff and children in care and found it to be in compliance with the Title 22 Regulations.

At 11:20am, LPM began the review of children's files, which were brought to the site from the administrative office at 11:10am. There is a separate, complete and current file maintained for all children. The center is in ratio today, and abiding by the capacity specified on the license. The center uses an electronic application for sign in/out and is in compliance with the sign in/out procedures. All staff, as a condition of employment with the school district, have a criminal record clearance, required training, and qualifications. At least one staff member that opens and closes the center has current CPR/First Aid certificates.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates. LPM reminded the licensee to adhere to all requirements within the regulations at all times including supervision, personal rights, unusual incident and injury reporting, and criminal record clearance. The licensee was encouraged to email ChildCareAdvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Licensee was reminded about the lead testing requirement to be completed and submitted by January 2023. LPM reminded the licensee that the mandated reporter training is required for all staff and is to be renewed every 2 years at www.mandatedreporterca.com. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center.

No deficiencies were cited today. An exit interview was conducted with Maribel Corona, and the report, Notice of Site Visit and Appeal Rights were provided. Licensee was reminded that the Notice of Site Visit must be posted for 30 days.
