13 | On October 29, 2025, at 8:32am, Licensing Program Analysts (LPA) Randy Miranda met with center director Hazel Meregillano to deliver the findings from a complaint investigation for the above allegation. Present during the inspection was the center director, 3 teachers, and 30 preschool children.
The reporting party (RP) alleged that the facility did not follow the daycare child's Admission Agreement by not implementing the three-warning program in response to behavioral issues.
However, when a child is newly enrolled and admitted on a trial basis with a two-month probationary period, the facility may dismiss the child without providing a stated reason during that time. Based on interviews, record reviews, and observations, LPA determined that there is not a preponderance of evidence to prove the alleged violation did or did not occur, meaning the allegations may have happened or are valid. Therefore, the allegation is UNSUBSTANTIATED.
A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided.
