Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA met with Director Susan Neiberger and explained the purpose of the inspection. Present for today's visit, there were nine (9) staff members supervising 47 children.
Based on the interviews and record reviews, interview revealed that no one witnessed the incident in which a child was allegedly hit while being changed. The interview revealed that the staff utilizes a firm voice for discipline but does not hit the children in care. Therefore, the alleged staff hit the child may have occurred or is valid; there is no preponderance of evidence to prove the alleged violation. Therefore, the allegation is "Unsubstantiated."
Appeal rights were given. An exit interview was conducted with Director, Susan Neiberger. A notice of site visit was posted and must remain posted for a period of 30 days.

Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA met with Director Susan Neiberger and explained the purpose of the inspection. Present for today's visit, there were nine (9) staff members supervising 47 children.
Based on the interviews, observations, and record reviews, the facility acknowledged that an incident occurred on 09/06/2024, which was investigated by internal management. However, it was never reported to the Community Care Licensing Division (CCLD). The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, Section 101212 (d) is being cited on the attached LIC 9099D.
Appeal rights were given. An exit interview was conducted with Director, Susan Neiberger. A notice of site visit was posted and must remain posted for a period of 30 days.

LPA met with Director Susan Neiberger and explained the purpose of the inspection. Present for today's visit, there were nine (9) staff members supervising 47 children.
Based on interviews, record review, and observation, LPA determined that an incident did occur involving a disagreement among the staff and management. However, interviews revealed that this disagreement did not occur in the children's presence. Therefore, the alleged Licensee speaks inappropriately in the presence of daycare children may have occurred or is valid, there is no preponderance of evidence to prove the alleged violation. Therefore, the allegation is "Unsubstantiated."
