13 | Licensing Program Analysts (LPA's) Cherie Acosta and Diana Campos met with Center Director Angela Darby for a complaint investigation regarding the above allegation. Present were 6 staff and 7 children in care. It was alleged that facility staff were treating children in a rough manner. During the course of the investigation, interviews were conducted. Based on interviews conducted LPA's were unable to determine if the alleged violation did or did not occur. Based on the investigative findings, there was no evidence to determine whether or not staff were treating children in a rough manner. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is unsubstantiated.
