On 05/08/2024 Licensing Program Analysts (LPA's) Brindha Govindasamy and Diana Campos arrived at the facility to conduct an unannounced Required inspection. LPA's met with Director Karen Freeman. There were 3 staff and 9 preschoolers present during the inspection. The center and playground were toured to conduct a Health and Safety inspection. The hours of operations are Monday to Friday, 7am to 6pm.
The center currently consists of 2 pre school classroom. The classroom furniture, floors and equipment appear to be safe, clean and in good repair. All materials accessible to children are toxic free. The heating and lighting are adequate. There is uncontaminated drinking water readily available to children, both indoors and outdoors. The bathroom sinks and toilets are in sanitary and operational condition. There are no bodies of water, or free-standing water, accessible to children. Multi purpose room is used for meals and other indoor activities.
Classroom 1 - Occasional Use - between 10 am to 11 am , 4pm to 5 pm
Classroom 2 - Preschool age children age 2 - 5.
All storage containers for solid waste have tight fitting covers that are kept on, and in good repair. LPA did not observe any disinfectants, cleaning solutions, poisons or any other dangerous items accessible to children. The center provides breakfast, lunch and snacks to children in care. All food is stored appropriately. The food prep area is clean, free of litter, rubbish, and rodents. The outdoor area is neat clean and free of debris with shade for the children in care. LPAs observed the menu posted and that is updated monthly. The center has first aid supplies, working telephone, carbon monoxide detector, fire alarm, and two fully charged 3A40BC fire extinguisher in each classroom. Per director there are no firearms stored on the premises. Continue to Page 2.

LPA's reviewed children's and staff files. All facility staff have a criminal record clearance. At least one opening/closing staff member has a current CPR/First Aid certificate. There are no children in care who require medications currently. The facility is operating within the limits of the licensed capacity today and abiding by the required ratio. LPA observed staff interaction and supervision of children, and did not observe any child left without supervision.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP. PIN 22-05-CCP Page 4.

CCC COMPLETED TESTING AND IS IN THE PROCESS OF REMEDIATING LEAD EXCEEDANCES. LPA referred director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information. Continue to Page 3.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at :https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

A notice of site visit was given and must remain posted for 30 days.

No deficiency cited during today’s visit. Exit interview conducted and report was reviewed with the Director Karen Freeman.
