On 4/16/2024 at 8:30am, Licensing Program Analyst (LPA) Catherine Fernandes met with Director Connie Ma for an Unannounced Required Random inspection. There were 20 preschool age children, and five toddlers in care with an additional eight finger print cleared staff members. The center has a toddler option attached to the preschool license and there is an infant component in the same building with license 013422033. The teacher- child ratio was being met today. The center was toured for a health and safety inspection. The facility operates from Monday through Friday from 8:00am–4:00pm.

The center operates on the College of Alameda campus, in a building towards the back of the campus. The center is licensed to use classrooms four, five and six for per the preschool license. Currently, room two is for the preschoolers and room four is for the toddlers. The room floors, surfaces, furniture and equipment appear to be safe, sanitary and in good repair. The heating, lighting and ventilation is adequate. The children have their own areas to store their personal belongings and have personal mats for napping. The children's bathrooms are sanitary and in operational conditions. There are supplies available for the children to wash and dry their hands. There are two separate bathrooms for staff. The activities and toys appear to be age appropriate for the children in care. The outside play areas are fully fenced with a shaded area for the children, there is a separate play area for toddlers. The play structures are sturdy and anchored into the ground, there are wood chips and foam flooring for cushioning to absorb the impact from a fall. LPA did not observe any bodies of water, free standing water, cleaning supplies, or toxic items accessible to children during today’s inspection. The center provides lunch and snacks to the children while in care and lunches are brought from an outside vendor. The kitchen area was maintained in a clean manner. There is a current menu posted for the month. The center is providing milk to children in care. There is accessible drinking water available to the children while indoors and outdoors, the center is using a water pitcher with individual disposable cups. The center has conducted their lead testing in 2021. The fire system is hardwired with smoke detectors throughout the building. There is a working carbon monoxide detector in the preschool classroom and a fully charged fire extinguishers throughout. The fire/disaster drill log was complete with the last drill logged 4/5/2024.

All proper postings are made visible by the classroom's entrances. A physical census of the children and staff were taken and cross referenced with the sign-in and out log. LPA reviewed six children’s files and four staff files and obtained a copy of the children’s roster, an updated Personnel report and Emergency Disaster form (LIC610).

During today's inspection while conducting a file review of staff and children's records, LPA Fernandes observed missing documents.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA verified that the lead testing was completed.

Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.



This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
