Licensing Program Analyst (LPA) Jyoti Saini met with Head Teacher Zebunnissa Hussain for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the staff. The facility director Feyrouze Chunara( AKA Feyrouza Habib) arrived around 9:42 am during the inspection. Present during the inspection, the director and two (2) staff members were supervising ten preschoolers. The facility operates in rooms #1, #2, and #3, Monday to Friday, from 7:30 am to 5:30 pm. The facility uses Rooms #1 and # 3 for preschool and Room #2 for toddler components. The facility is not utilizing room #2 currently due to low enrollments. The facility was inspected indoors and outdoors today for health and safety hazards, and the following was observed:
The director confirmed that no bodies of water, firearms, or weapons are on the premises. The Center is in good condition with proper temperature and ventilation and is free of any hazards. All furniture is in good repair. The Center has age-appropriate toys and equipment. The bathrooms appear safe, sanitary, and free of any hazardous items. The children bring their water bottles, and the facility refills using the kitchen tap. A menu is posted for the entire month on the fridge. The facility provides snacks only, and parents are required to send food. All the required postings are posted in the hallway. The director stated that the facility needs to update the emergency disaster plan. LPA advised to submit a copy of an updated emergency plan to the department. LPA reviewed food storage and advised the director that all food shall be kept in its original packaging or labeled with an expiration date. The emergency earthquake and fire drill log is posted on the fridge, and LPA verified that the last drill was conducted on 02/01/2024. The outdoor play area was free of hazards. The play structure has rubber cushioning.
The facility uses a binder to sign the children in and out. LPA reviewed the sign-in and out binder, and the record review shows that the facility has a complete record of sign-in/out sheets by an authorized pickup person. There is a working fire alarm system in the facility. The facility has an active smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone available. LPA reviewed staff and children's files. All children have a record of emergency identification information. All staff members have a criminal record clearance on file. The site Director and opening and closing staff have a current Pediatric First Aid/CPR certificate on file. Teacher aid does not have, health screening, and Mandated reporter training on the file ( see attached LIC9102 technical violation). The center roster was reviewed, and a copy was obtained.

Criminal Record Clearance- Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Lead Testing – CCC COMPLETED TESTING

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for


drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiency is cited today however two (2) technical violations were given.

A notice of site visit was given and must remain posted for 30 days.
