13 | Licensing Program Analyst (LPA) Jyoti Saini arrived unannounced to deliver the findings from a complaint investigation for the above allegation. LPA met with Director Charlene Sigman and Curriculum Coordinator Lupe Hernandez and explained the purpose of the inspection. The director, Curriculum Coordinator, 27 fingerprint-cleared and associated staff members, and 71 children in care were present for today's visit.
Based on the interviews, observations, and record reviews, it is concluded that the facility also runs an ABA program that provides specialized care, such as speech therapies, Behavioral Health, and Occupational Therapy. Due to the behavioral therapist program, the facility has preschool teachers and RBTs (Registered Behavioral Therapists) associated with each class. Interviews revealed that there were numerous instances where RBTs were left alone in the classrooms and the facility administration was aware of it, which concludes that the facility has unqualified staff. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED. A notice of site visit was posted and must remain posted for a period of 30 days.
