On July 25, 2023, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Required Inspection and met with Assistant Director, Angelica Jauregui. LPA disclosed the purpose of the inspection and was granted entry into the facility. LPA provided LIC 126. There were 29 children present during this inspection and four (4) additional staff members. The facility consists of three (3) classrooms for the summer session. The facility was toured for a health and safety both inside and outside. The hours of operation are 7:30 AM-6:00 PM, Monday -Friday.

CLASSROOMS: The three (3) classrooms were inspected (room 1, 3 and 9) and each room has adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. There is adequate heating/air conditioning, ventilation and lighting. Drinking water is available inside and outside of the center. Parents supply water bottles for the children, staff refill as needed. There is proper individual storage space for each child. The isolation area for sick children is in the director's office and/or the sick room away from other children in care. The center has a wired smoke detector, a carbon monoxide detector in the hallway (tested), working telephone, pull down fire alarm system, five (5) fully charged 3A40BC fire extinguishers.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. There is a bathroom in each classroom. The children can reach the sinks and toilets. Supplies are available to the children.

FOOD SERVICE AREAS: This facility provide AM and PM snacks for the children. There are weekly menus posted at the facility. There's no kitchen for the preschool, the facility uses a storage space within the kitchen area where the snacks are stored. LPA observed within this area a refrigerator, that is clean and free of evidence of rodents. Food is protected from contamination, and, per staff, contaminated food is discarded immediately. Low-fat 1% milk is being served at this facility. Pesticides and other similar toxic substances are not stored in cabinets that contains food. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: The playground area is fully fenced. There's a play structure with a slide, cushion to absorb falls. There is two large canopies and large trees that provides shade to children while at play and staff will bring out the children's water bottles for hydration.

RECORDS: At 1:20PM LPA requested and reviewed children and staff files. All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA reviewed seven (7) Children's files and four (4) staff files were reviewed. All children's files reviewed contained Identification & Emergency information, Medical Consent forms, and Personal Rights. Staff records reviewed contain required health screening forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. Assistant Director's CPR and First Aid certificate is current and expires on 10/8/2024. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 06/24/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. LPA Breaux inspected the medication, which is stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child’s name and date of issuance. The center is equipped with fully stocked first aid kits that are available in the classrooms.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone to the Regional Office. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

CCC COMPLETED TESTING AND NO LEAD EXCEEDANCE:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Licensee [or facility representative] was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
