On 1/7/2026, Licensing Program Analyst (LPA) Simerjit Kaur arrived to the facility unannounced to conduct an investigation into the above allegation. LPA met with Director Janet Billingsley. Present during today's visit were 28 infant aged children and 9 staff members.

During the course of the investigation, LPA conducted interviews and record review. It was alleged that staff member handles day care children in a rough manner while in care. The preponderance of evidence standard has been met; therefore, the allegation is found to be SUBSTANTIATED.

The center agrees to take immediate action to ensure that staff have the training needed to prevent personal rights violations. Staff is enrolled and taking course CA Teaching Pyramid for infants and toddlers to improve teaching techniques.

Based on observations, interviews, and record reviews, the Licensee did not comply with the section cited above as Staff (S8) handling children in rough manner, violating personal rights, which poses a potential risk to the health, safety, and personal rights of the children in care.

It was alleged that licensee is not ensuring that day care children are provided a safe environment while in care. During the course of the investigation, LPA conducted interviews and record review. LPA determined although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore, the allegations are UNSUBSTANTIATED.
