On June 6, 2024, at approximately 09:30AM, Licensing Program Analyst (LPA) Lorraine Dacanay Breaux conducted an unannounced 1 Year Annual Required Inspection and met with the Director, Monica Galang. LPA disclosed the purpose of the inspection and was granted entry into the facility by the director. There were 70 preschool children and 20 toddlers present during this inspection, total of 90 children. There were 19 additional staff members, this includes administrative staff. The facility consists of six (6) classrooms. The facility was toured for a health and safety inspection. The hours of operation are 7:30 AM- 6:00 PM, Monday -Friday. LPA conduct the staff interview with Director.

CLASSROOMS: There are a total of six classrooms, Maple, Cedar, Oaks, Juniper, Aspen, and Redwood. At approximately 10:15 AM the facility was toured with the director. Teacher child ratio was observed. There are adequate play and learning materials available. The floors, furniture, and equipment are age appropriate and in good repair. The isolation area for sick children is in the director's office, away from the children in care. Drinking water is available inside and outside of the center. Parent supply lunches and water bottles (labeled). There a six (6) fully charged 3A40BC fire extinguisher, functioning carbon monoxide detectors in each classroom, wired smoke detectors, sprinkler system, fully stocked first aid kits, and pull down fire alarms system. All solid waste storage containers have tight fitting covers on and appear to be in good repair. Per Director this facility does not provide transportation.

FOOD SERVICE AREAS: This facility provides snacks for children in care and there are monthly menu posted in each classroom. LPA observed an off limits area where there are refrigerators in these areas it is clean and free of evidence of rodents. Director is reminded that when staff stores food in the refrigerator to ensure that it removed to prevent contamination. Low-fat 1% milk is being served at this facility. Pesticides and other similar toxic substances are not stored in cabinets that contains food. All storage containers for solid waste have tight fitting covers that are in good repair. There is no kitchen at this facility.

OUTDOOR PLAY AREAS: There are two (2) playgrounds one (1) for the preschool age and one (1) for toddlers both have play structure with a slide that has cushioning to absorb falls. The large play structure is anchored. There's also a canopies and trees that provide shade to children while at play. The staff brings out the water bottles outside to keep the children hydrated, there are also water foundations that is used for children. The playground is fully fenced. There are two (2) sheds that contains toys and equipment that has a lock on the playground which is inaccessible to children. Director confirmed there are no pools and/or bodies of water at the facility.

BATHROOMS AND TOILETING AREAS: The staff's bathroom is separate from the children's bathroom. All sinks and faucets are in safe and sanitary operating condition. The children can reach the sinks and toilets. Supplies are available to the children.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. LPA Breaux requested and reviewed 12 children's files and 7 staff files were reviewed around 11:00 AM. All staff files have required Health Screening, Employee Rights, and Criminal Record Statements and all children files contain Identification & Emergency, Parent Rights and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. At least one opening/ closing staff member has a current CPR & First Aid Certificate. Mandated Reporter Training was discussed, and certificates were reviewed. The director's CPR and First Aid certificate is current and expires on 08/06/2024. The center is in compliance with the sign in and out procedure. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 06/03/2024. All required documents are posted in a public accessible area.

HEALTH RELATED SERVICES: IMS is being provided at this facility. LPA inspected the medication, which is stored in a safe place that is inaccessible to children in care. Each of the medications has an unaltered label with the child’s name and date of issuance. A refrigerator shall be used to store any medications that requires refrigeration. The center is equipped with fully stocked first aid kits that is available in each classroom.

California Law requires Child Care Centers licensees to report unusual incidents or injuries to children in care to child's parents and to the Department of Social Services using the Unusual Incident/Injury form (LIC 624). Incidents must be reported within 24 hours by phone, fax, or electronic mail. Roster of the children must be properly maintained, and fire/disaster drill every six months must be documented.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This program starts providing care for children at the age of 18 months.

Lead Testing: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

MyChildCarePlan.org: Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There's no deficiency cited today. A notice of site visit was given and must remain posted for 30 days. Appeal Rights provided. Exit interview conducted and report was reviewed with the Director, Monica Galang.
