On December 19, 2024 at approximately 9:58am Licensing Program Analyst (LPA) Randy Miranda arrived to conduct an unannounced annual inspection for health and safety. LPA met with Site Director Yinyin Mar and toured all licensed areas. Present for the inspection today were nine staff members and 39 children in care. All adults present are fingerprint-cleared and associated to this facility. The hours of operation are Monday-Friday 8:00am to 5:30pm.

The facility has 5 classrooms and operates on church property. There is also an administration office, outside patio eating area, gardening area for the children, outside sink for washing hands, and an outside playground area. All play equipment is in safe condition and free from sharp, loose or pointed parts and the areas around or under high climbing equipment has appropriate cushioned material that absorbs a fall. Shade was available in the play areas and teachers will always be present.

The facility has fully charged 2A10BC or 3A40BC fire extinguishers in every classroom, the last annual inspection was conducted in 9/05/2024. All-Guard from Livermore, Ca completed a smoke alarm system wide test on 9/10/2024, all smoke alarms passed. There are working carbon monoxide detectors (tested and functioning), heating and ventilation is acceptable. Disaster drills are conducted monthly, the last drill was conducted on 10/17/2024.

Sign in/out sheets are done through ProCare software. The eating area has touchless trash cans with tight fitting cover for the disposal of solid waste.

There is a single children’s bathroom with four toilets (two standard height and two lower height) and three sinks (two lower sinks with touchless valves). Bathroom sinks have the appropriate hand washing signs. There are enough towels and soap supplies. All toilets, handwashing, and cleaning areas are in safe and sanitary operating condition.

Napping cots are available for children and labeled with their names. All linens are taken home on weekends and laundered by parents. Classrooms have cubbies for children’s personal belongings and personal items do not come into contact with other personal items. Children’s desktops are cleaned daily.

The school (Nut Free Facility) provides snacks and water is available for the children. Children bring their own lunches and bottled water. Menus are posted displaying snack times. The facility is clean and well organized with ample age-appropriate furnishings and equipment. Surfaces including floors and counter tops are clean and toxic free. There were no hazardous items/toxins observed to be accessible to children in care today. There are no bodies of water accessible to children in care.

LPA completed reviews of children's files. All files selected were complete and up to date. Staff files were reviewed. All staff subjected to criminal review have been cleared and associated to the facility. Majority of all documents were up to date and in compliance with Title 22 regulations. One staff member however, did not complete Mandated Reporter training due to a learning disability. LPA issued guidance to the director regarding staff member’s Mandated Reporter training.

Site Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Professional sampling of possible lead in water for human consumption has been completed and passed, results are publicly posted.



Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance with the Written Directives outlined in PIN 21-21.1-CCP.

The facility accepts children that may need EpiPens or inhalers. This facility provides Incidental Medical Services – IMS. There were no deficiencies issued during today’s inspection. This report shall remain on file for three years.
