On January 8th, 2025 at approximately 9:45am, Licensing Program Analyst (LPA) April Wright conducted an unannounced Annual/Random Inspection and met with Center Director Dan Kong. The facility was toured for a health and safety inspection. Present during the inspection were twenty-seven (27) preschool age children and five (5) fingerprint cleared staff personnel. Hours of operation are Monday through Friday, 8:00am to 6:00pm.

CLASSROOMS: Center is located on the property of Four Runner Christian Church. Center has three (3) classrooms currently in use; Bright (Room 10) Shine (Room 11) and Twinkle (Room 13).There are adequate play and learning materials available. Classrooms Sparkle (Room 12) and (Wing 4-bungalow) currently have no students enrolled and is not in use at the time of inspection.
The floors and neat and free of damage or hazards. The children's furniture and equipment are age appropriate and LPA observed them to be in good repair. There is adequate heating/air conditioning, ventilation and lighting for safety and comfort. LPA observed and Center Director confirmed that there are no pets, firearms or weapons located in the facility. LPA observed and Center Director confirmed there are no pools, hot tubs, or any bodies of water present at the facility. Drinking water is available inside and outside of the center and provided through Living Water service. There is proper individual storage space for each child in each classroom. The isolation area for sick children is the School office, away from other children in care. LPA observed and Director confirmed that are no toxins, medicines, cleaning products or hazardous materials visible during today's inspection and were made inaccessible to children in care. The center has smoke/carbon monoxide detectors, working telephone, and three (3) fully charged 2A10BC/3A40BC fire extinguishers (2 in hallway/ 1 in Wing 4). At least one person trained in CPR/First aid is present at the facility when children are in care.
BATHROOMS: The staff's bathroom are separate from the children's classroom (staff bathroom located in hallway) and are neat, sanitary and in good condition. All sinks and faucets are reachable to children in care and are in safe/sanitary operating condition. See LIC809-C for continuance

FOOD SERVICE AREAS: Center provides AM/PM snacks and lunch daily for children in care. Food service/prep area is located in the Multi purpose building and is neat and free of insects, pests and vermin. Refrigerator was observed to be clean and free of insects and vermin. There are weekly menus posted at the facility on the parent board in the hallway. All storage containers for solid waste have tight fitting covers that are in good repair.

OUTDOOR PLAY AREAS: There's a play structure with canopies that provide shade and has three (3) slides with foam cushioning underneath to absorb falls and is anchored for stability. There is a picnic area with a canopy (behind Wing 4) that has two (2) table/bench combo that provides shade to children while at play. LPA observed no visual damage or hazards to the play structures, foam cushioning or yard area.

RECORDS: All individuals subject to criminal record review have a clearance or exemption and have been associated to the facility. Six (6) children's files and five (5) staff files were reviewed including the Director's file. All staff files have required health screening and Employee Rights and all children files contain Identification & Emergency, Personal Rights, and Medical Consent forms. LPA reviewed the facility roster and obtained a copy. Mandated Reporter Training and CPR/First Aid certificates were reviewed and are up to date. The center is in compliance with the sign in and out procedure via Bright Wheel app. Disaster drills are being conducted at least once every 6 months and the last one conducted was on 12/19/2024. All required documents are posted in a public accessible area.

This facility provides Incidental Medical Services IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Center Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives
outlined in PIN 21-21.1-CCP. PIN 22-05-CCP.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Center director Dan Kong.
