On April 9th, 2024 at 1PM Licensing Program Analysts (LPA) B.Crass and A. Curry met with Head Teacher Hye Kyung Lee for an unannounced annual/random inspection. The Director Sung Kim arrived later in the inspection. The center and playground were toured to conduct a Health and Safety inspection. The center offers after school care, and the hours of operation are Monday thru Friday 12PM to 6PM. LPA observed 58 kids and 12 staff members. Three staff members did not have a criminal record clearance (See 809-D). LPA also observed 17 children with one staff on the playground (See 809-D), and an aide alone with children in a classroom (See 809-D). Director was advised that the ratio is one fully qualified teacher per 14 children, or 1 teacher and 1 aide per 28 children. The Director was also advised, aides must work under direct supervision of a fully qualified teacher.

The classroom furniture, floors and equipment appear to be safe, clean and in good repair. Fire and earthquake drills were not conducted at least once every 6 months (See 809-D). All materials accessible to children are toxic free. The heating and lighting are sufficient. There is uncontaminated drinking water readily available to children. The bathroom sinks and toilets are in sanitary and operational condition. There are no bodies of water, or free-standing water, accessible to children. LPA did not observe any disinfectants, cleaning solutions, poisons or any other dangerous items accessible to children. The Head Teacher indicated that the facility does not provide food to children. All food is provided by the children's authorized representatives. The outdoor area is neat clean and free of debris with shade for the children in care. The center has ample first aid supplies, working telephone, and carbon monoxide detector.

Per the Director, there are no firearms stored on the premises. The Licensee takes measures to keep the facility free of insects and rodents. A review of children's and staff files were completed. Three staff members did not have required immunization records in the file (See 809-D), and six staff members did not have a current Mandated Reporter Training certificate (See 809-D). At least one opening/closing staff member has a current CPR/First Aid certificate. On multiple occasions, LPA observed multiple children walking through the facility unattended without a staff member present (See 809-D). The facility was advised that no child shall be left without the supervision of a teacher at any time.

Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

See 809-D pages for a list of deficiencies that were cited during todays inspection.

A notice of site visit was given and must remain posted for 30 days.
