Licensing Program Analyst (LPA) Jyoti Saini met with licensee Rupa Dilip for an unannounced Annual Random Inspection. LPA disclosed the purpose of the inspection and was granted entry into the facility by the director. In addition to the owner, three (3) teachers and ten (10) children are present today. During the inspection, The facility owner stated that the facility has hired a new director, Maithili Karyekari. LPA reviewed the package and requested the facility to submit current Mandated reporter training, CPR and first aid certificate and original transcript prior to assigning Ms Maithili as the facility director. The facility operates in one large room, Monday- Friday, 7:30 am – 6:00 pm. The facility was inspected indoors and outdoors today for health and safety hazards, and the following was observed:
There are no bodies of water, firearms, or weapons on the premises. All furniture is in good repair. The Center has age-appropriate toys and equipment. The facility has a waiver for outdoor space, present and visible for review. A first aid kit and a first aid backpack are available. The program provides lunch and snacks to the children in care. LPA reviewed the storage of food and reminded the director that all food must be in original packaging or labeled with an expiration date, ensuring different foods do not cross-contaminate. Cleaning supplies/toxins are stored and inaccessible to children during the inspection. The classroom has appropriate postings. The last Emergency Drill was conducted on 05/13/2024 and is properly logged. The facility uses the Bright Wheel app to sign in and out the children. There is a working fire alarm system. The room has a working smoke and carbon monoxide detector, a fully charged fire extinguisher, and a working telephone. The children and staff have a separate bathroom. There are three toilets and three sinks available for children. Drinking water is readily available in water bottles brought from home.
The center roster was reviewed, and a copy was obtained. A review of six children's files and three staff files was completed. All staff has a criminal record clearance on file. The opening teacher doesn't have a current Pediatric First Aid/CPR certificate. The director was reminded that the opening and closing staff should have a current Pediatric First Aid/CPR certificate. The medications are stored in the office area.

Criminal Record Clearance -

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
Incidental Medical Services (IMS)
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
